How about a saturation mechanic of some sort.
Where the jamming debuff has to build up long enough to overwhlem the target's sensor strength. ECCM would make this time longer.
This would allow you time to deal with things like ECM drones or a falcon at a decent range.

They need a silly-hard nerf.
The biggest PITA are the small variants, the hornets and the lights.
Fighting outnumbered with opponents using ECM drones (or ecm) means you have no chance. You're removed from the fight with 0 piloting options available to counter this.
When you're fighting heavily outnumbered you're taking advantage of bad blob piloting. You get your kills off of enemy players making mistakes. You can still do this versus any form of ewar EXCEPT ecm. If they have enough ECM or ECM drones you can't do anything.
Breaking lock, tackle, dps and your own ewar (including neuts) is an umbrella that bad pilots hide behind that removes any options smaller gangs and solo players have of capitalizing on piloting and tactical mistakes. It's bad for small gang and solo and needs to be reworked.
And, tbh, it's the mechanic.

And TBH solo pvp is about target choice anyway and in most cases the solo ganker knows exatcly what his ship can or cannot beat before he even engages. So complaining that a semi effective counter exists is just sad tbh when most solo pvp fights are "i-win vs target X or do not engage" deals in the first place.
Nah. Wrong again. Your posts consistently have less value than my used toilet paper.
Solo doesn't mean 1v1. It means just me vs what I encounter. And this is basically never just one guy by himself looking for a fight. Most of my fights like this AREN'T decided before the engagement happens. They are decided on the piloting of the players involve. If they mess up they lose ships, the same with me. Unless the larger side has ecm drones. Then I get jammed and can't do anything.
Don't act like you solo or very small gang. Your posts have shown, over and over again, that you don't. Let the big boys talk about the stuff they actually do all the time. Then you can tell us your fantastic stories!!11
